[BELSPO] DEFRA: call for proposals in the field of Next Generation Combat Air Technologies (NGCAT)

Defence-related Research Action: thematische oproep voor onderzoeks- en ontwikkelingsvoorstellen in het kader van Next Generation Combat Air Technologies (NGCAT) is open:
- Theme 1 - Structures and associated subsystems
- Theme 2 - Propulsion and accessories
- Theme 3 - Communication, cyber, avionics, embedded sensors and networks
- Theme 4 - Transversal disruptive enabling technologies
Projectduur: 24-30 maanden

De NGCAT oproep richt zich op onderzoek met een militaire finaliteit. Er gelden dus een aantal beperkingen en voorwaarden.
Onderzoek nuttig voor militaire doeleinden (gefinancierd door Defensie, in samenwerking met Defensie of bedrijven die defensietechnologie ontwikkelen, ...) is enkel mogelijk in overeenstemming met het beleid van de Universiteit Gent inzake dual use onderzoek. Het project dient onder andere voorgelegd te worden aan het Meldpunt Dual Use en/of de Commissie Mensenrechtenbeleid en Dual-Use Onderzoek (zie link).
Onderzoeksresultaten kunnen in principe worden gepubliceerd. Dit kan echter worden geweigerd als de onderzoeksresultaten worden beschouwd als 'dual use gecontrolleerde' items, of als de publicatie de legitieme belangen van de partners (waaronder Belgische Defensie) kan schaden.
Belgische Defensie heeft bepaald dat elke aanvrager al een veiligheidsmachtiging moet hebben of er een moet aanvragen bij de Nationale Veiligheidsoverheid. Het doel van een veiligheidsmachtiging is te beoordelen of de aanvrager betrouwbaar, loyaal en integer genoeg is om met geheime informatie om te gaan of in een gevoelige omgeving te werken. Dit is niet vanzelfsprekend voor onderzoekers die nauw samenwerken met landen die onderworpen zijn aan internationale sancties en embargo's (Wit-Rusland, China, Iran, Noord-Korea, Rusland, Syrië, ...).

The Council of Ministers has approved the thematic call for research and development proposals in the field of Next Generation Combat Air Technologies (NGCAT):

Project duration: 24-30 months

Information session: 7 May 2024 (13:30 - 18:00) @ Royal Military Academy
The NGCAT call targets research with a military finality. Thus, several restrictions and conditions apply.
Research useful for military purposes (funded by Defence, in collaboration with Defence or companies developing defence technology, ...) is only possible in conformity with Ghent University's policy on dual-use research. Amongst other, the project should be submitted to the Dual-Use Contact Point and/or the Committee on Human Rights Policy and Dual-Use Research (see link).
Research results can be published, in principle. However this might be refused if the research results are considered 'dual-use controlled' items, or if the publication might harm the legitimate interests of the partners (including Belgian Defence).
Belgian Defence has determined that every applicant must either already hold a security clearance or apply for one to the National Security Authority. The purpose of a security clearance is to assess whether the applicant is trustworthy, loyal and incorruptible enough to handle classified information or to work in a sensitive environment. This is not self-evident for researchers who collaborate closely with countries that are subject to international sanctions and embargoes (Belarus, China, Iran, North Korea, Russia, Syria, ...).
